open pipes and standard carb. maybe giving a lean fuel mix,.. resulting in poor output. ( The low backpreasure allows unburnt fuel to pass into the exhaust )
Did you have the exhaust gasses tested during the dyno run. They may show high hydro-carbon levels. (unburnt fuel)
