Do these flangy 😆 bits come off?!

Where each pipe meets the head? I want to clean them up and one of them is quite rusty.

No they are not removable. Unless you can weld stainless, youd have to cut the exhaust up to remove them.

There is an alternative avalible by way of a split flange...

I bought and fitted a set from Mac...top quality!

Only hard bits are:
1) Undoing the old crusty nuts on the studs without shearing them off...use lots of Plusgas or Shock Unlock spray days in advance, then heat if needed.
2) Cutting the old single piece clamps off the downpipes. I slid them down the pipes to gain access, jammed them in place with piece of wood, then used an angle grinder with cutting disk, with thick cardboard added behind at the last moment to protect the pipe finish when the cutter broke through.

The larger diameter section is only held on with spot welds at the inlet end, so you could grind those off and remove the clamp, then re weld, as an option.
Personally, I usually gring the flange off, as you have.
It's not falling off, it's an upgrade opportunity.
