VTR fuel and vacuum lines

Does anyone know where the tube that has a plastic reducer fitted to it locates to?,I've noticed that this plastic piece is missing from the hose,what is the part called?

It goes to the smaller stub on the underside of the tank.
It isn't connected at the other end as it's a vent.
I think it's just a reducer, there's no special name for it.
It's not falling off, it's an upgrade opportunity.

That one would be the tank breather. If you have a little stub of black tubing just pull that off & fit the long tube directly on the stub...
