Saw this product on the web for DIY Carb balancing - Thinking about getting one as it seems to be easy enough to use.

However I would need to know what the cm/Hg :? is for the VTR @ what rpm is.
It stands for centimetres of mercury pressure. This is required to tell you what pressure your carbs should be at tickover. e.g. The R1 is 22 cm/hg at 1100 rpm.

PS - If your carbs are balanced to spec - does it mean that your fuel/air fixture is good as well? Just wondering...

Don't worry about what pressure it's reading, the important thing is that both carbs are reading the same

Thats right, just make sure you adjust them to the same level.
With regard to the fuel/air mixture .....No
The same link you posted also sells colour tune kits(Haven't seen them in years) they would show your mixture settings by the colour of the spark. then after you have that set reballance the carbs.
