What is the best way to get rusted exhaust studs out?

Fasten 2 nuts over the stud and anti clockwise on the first nut?

If you arent going to reuse the stud as it is rusty, would you just use a vice or mole grips to turn them, knowing that this will damage the thread so no going back if they wont come out?

The studs are 8mm on the engine side and 6mm on the flange, I warmed mine up gently and thenm worked them back and forth about a 1/4 turn at a time, took my time and they came out. I replaced the original different sized studs with a Stainless Steel 40mm long set screw with the head cut off to make a stud , wound them in with double nuts then put exhaust on and used domed 8mm nuts to hold the flange in place ..
