Depends what you mean by 'easy to use'
For starting from scratch I'd recommend ye olde Adobe Pagemill 3.0 (discontinued but available cheap from ebay) or there are various freeware WYSIWYG web editing programs, once you've cut your teeth on that then move on to GoLive or Dreamweaver.
Joomla is a handy open source system - very powerful but steep learning curve that can make your head explode when dealing with the underlying databases.
