Tapered bearings in a perfect set up will have ZERO play .
On a bearing that heats up and expands like wheel bearing, that means you induce a little play at set up....so once heated to Op temp and expanded, it now has ZERO play.

On the steering head, you set it for ZERO play at set up.
After install, seat the bearings firmly but tightening the adjustment nut tighter than standard, while rotating the stem back and forth, then back off, and reset to ZERO play.
Go ride, if you find it loose in a few thousands KM, you either did not install them fully, did not seat them fully, or did not adjust them correctly.....and thats common.. Readjust and go ride...

All done! Thanks for all the help guys. didn't need much adjustment but now have no slack and just the right resistance / flow lock to lock, when off the floor.
Will road test tomorrow, weather permitting!
Cheers!
