Is this the correct tool to remove it? Guessing the 20mm end is what I want.

Get a socket and a grinder and make one at home.

The same tool is listed as a moped flywheel or clutch locking tool, they are about £5 on ebay. I got one and it does the same job.

You need two sizes, as the other engine mounts are different.
It's not falling off, it's an upgrade opportunity.
