Yep your right and this looks like the completed thing. I also recognise the pointy bits on the frame. There was a build thread on here somewhere, but the guy did not post much or get involved with the rest of the forum. On a more serious note, you can't knock the amount of work gone into the build. Not exactly to my taste either, but surely building something different is all about what you like, not someone else.
I'm not sure what your question would be Micky, mine would be, why are the front forks piggybacked onto the first chopped set of stanchions My guess would be a clearance issue between the front cylinder-head and the front wheel/tyre
