Is there no one local to you to help you out with the last few bit's? Seems a waste to get so close and then out it!

Stick it in a mate's van and drop it over, bring your kit, you'll be able to ride it home after a couple of hours.
It's not falling off, it's an upgrade opportunity.

I'd take that offer... It's going to bug you forever if you let it go... It will run like a champ once looked over by tony... The cost you have in it now is just wasted otherwise... And besides, buying another VTR isn't solving the issue, they are ALL finicky... Thanks for the offers of assistance guys. I've decided to take it off eBay for now and get a mobile mechanic to have a look.

i am pretty sure you are only hours away from fixing it / riding it.
I had a front brake that had been completely apart for ages, completely drained and i nearly gave up trying to bleed it. However, it came good eventually and worked fine. Keep at it !!!
As for the vacuum / not starting. I would check the following:
Make sure the vacuum line is fitted to the tap and not the tank vent.
Make sure it is not split or blocked
Make sure that when a vacuum is applied to the tank tap,it passes fuel. I think fitting the vacuum tube and sucking it was enough. If not turn the tap the other way. If still no fuel then the tap / diaphragm could be the problem.
If do get fuel coming out the tank when the vacuum is applied, does it fill the carb bowls? If it does not i would guess the carbs need a good sorting / cleaning
If you got fuel at the carbs, do you have a spark?
If you have a spark and fuel you should get something (some firing) even if the carb slides are not working (carb diaphragms) properly.
Stick at it mate..... i think you have a cheep fix for this
