Yes there's some debate on wether it was a legel pedelec or an illegal electric bike. There's a video of the woman running from the kerb directly into the path of the cyclist (who appears to be doing nothing wrong) but if his bike is found to be illlegally derestricted or is an S-class (S for speed) or has an an illegal aftermarket kit then he'll be in deep doo-doo as it'll be classed as an uninsured, unregistered motor vehicle.

These S-class factory pedelecs are classed as mopeds and bike needs registration plates , moped licence, MOT, insurance, motorcycle helmet etc but not a lot of folk bother with the hassle as they look so much like a normal push bike/

But until the police investigation identity the kit on it (OEM or aftermarket) and wether it was or wasn't a 250W / power assisted up to 15.5mph legal kit then things are up in the air.
It may be that your whole purpose in life is simply to serve as a warning to others.
