If there were any cones around (normally just before the van) it is used to monitor the flow through and out of coned off sections of motorway.It was recently on the lower section of the M11 before the 2 lane bit that joins the A406 by the speed camera.It looks rediculous as tho someone has grafted a gun turret from a Lancaster onto a transit !
