If you're not gaming or video editing then there is nout wrong with that PC. i3 is a very proven processor and 8GB's RAM is plenty (s'how much my gaming laptop has)

It wont do much more than surf the net and email.
64bit at 8gb is very light on for a Windows PC and i3 processor is by no means the cream of the crop.
How much 64bit software do you have?
Probably better off with 32bit W8 and a bit more ram.

Personally I'm a Mac convert but you cant beat a PC on price. Just be prepared to throw it out in 2yrs.

If going with a 32 bit OS it's less RAM he'll need as the OS can only allocate 4gb's of ram, regardless of if there is more than that or not.
