Backfiring and surging at low revs would probably indicate a blockage in the low-speed jets I think. I'd take the carbs off, remove the bowls and pulls the jets out for a clean. The low-speed jets are really fine, very easy to block with some old/evaporated fuel.

The low fuel sensor is one of the most overworked components on a VTR...I've never removed mine but it looks like a float-activated switch in the parts fiche, something like US$36 to replace. Some clever cookie (not me) did this to the cans I have on my bike. They are straight through with perforated/wrapped baffles, and much lighter than stock, and IMHO not too loud.

I had the same problem and installed a sidestand from a CBR1000RR (maybe 05-06 but that's from failing memory), the stand is a direct swap and adds the necessary length for a bike with raised suspension. I've got a set of Alpinestars Andes Drystar textiles, they've proved 100% waterproof over a couple of years of use/abuse. My only gripe is they can get a bit steamy above 25C when I'm riding my Pan as the fairing blocks all the airflow so the vents are useless. On a more exposed bike like the VTR or...

It is just my opinion, but I think Mr Honda erred on the size match between the master and caliper pistons, in that the master is too small a diameter, giving a bit of a grabby feel to the brakes. I bought some replacement parts for my VFR800 after a lowside from Auctmarts on EBay. Good fit, a bit thinner than stock, great colour and finish, and a lot cheaper than a respsray. Super common to find them over tightened, on all makes and models.... I probable replace 10-12 a year. Folks think they need to tighten them like a fastener holding on the propeller to an airplane. And its easy to over tighten them...more than just snug, light contact after seated and the aluminum ...

Just park your bike next to a 1999 VFR800 with gear-driven cams, you won't hear the VTR at all.
