drefrag problem

windows 98. Every thing has gradually slowed down (response times). Have tried to "defrag" C drive but it gets as far as 10%, stops, and then returns to zero. Will keep doing this all day (if I let it). There does not appear to be a capacity problem.Any help would be appreciated.

I am a new member and don`t know how long this subject has been running. The spring in the CCT unit on the front cylinder of my Firestorm broke a few weeks ago on the way back from Brands and the cam chain jumped the sprocket. I am trying ti connect a "buzzer" to my indicator "flasher unit" without much success. Is this the best route to take or do I need to connect elsewhere. :?: Your help would be appreciated.
